Best overall for cold climates: Mitsubishi Hyper-Heating H2i

Mitsubishi’s H2i outdoor units are the benchmark other cold-climate heat pumps get measured against, and they appear across the NEEP list in ductless, multi-zone, and ducted configurations.

Why we picked it

Mitsubishi rates H2i units for 100 percent of nominal heating capacity at 5°F and continued operation to -13°F. That is the number that matters on a January night: a 12k wall unit is still a 12k heater when it is 5°F outside, not a 7k heater. NEEP entries for popular MSZ-FS pairings list COP values at 5°F around 2, meaning roughly two units of heat per unit of electricity even in deep cold. Pair the same outdoor units with the SVZ air handler and you get a ducted cold-climate system. Efficiency ratings are excellent too, with single-zone SEER2 from about 21 to over 30 depending on size. Keep in mind

Below -13°F the unit shuts down heating, so homes with design temperatures in the negative teens need backup. Diamond Contractor installs cost more, and multi-zone systems give up some of the single-zone efficiency numbers. New units use R-454B.

Best ductless alternative: Fujitsu Halcyon XLTH

Fujitsu’s XLTH platform matches Mitsubishi on low-temperature capability and is often quoted a few hundred dollars less per zone.

XLTH outdoor units are rated to keep heating at -15°F, a couple of degrees lower than Mitsubishi’s published floor, and they include a base-pan heater as standard equipment to prevent defrost water from freezing under the coil. Keep in mind

The standard IDS 2.0 is not a cold-climate specialist; it needs electric strip heat or a furnace behind it in Zone 5 and colder. Bosch’s dealer network is smaller than the legacy brands.

Best value with a gas furnace backup: Goodman GSZV9 dual fuel

If you already have a working gas furnace, pairing it with an affordable variable-speed heat pump is the most cost-effective cold-climate strategy available.

Keep in mind

Senville does not publish capacity-at-5°F data with the detail of the NEEP-listed premium brands, so the -22°F figure is an operating limit, not a capacity promise. Support is by phone and email rather than through a local dealer, and many contractors decline to install owner-supplied equipment.

How to choose a cold-climate heat pump

Start with the NEEP list and ENERGY STAR cold-climate criteria

The Northeast Energy Efficiency Partnerships (NEEP) maintains a public database of cold-climate air-source heat pumps (ccASHP). Its Version 4.0 specification requires, among other things, a COP (coefficient of performance, heat out divided by electricity in) of at least 1.75 at 5°F at maximum capacity, and manufacturers must report capacity and COP at 47°F, 17°F, and 5°F. ENERGY STAR’s cold-climate designation uses similar thresholds plus minimum SEER2 and HSPF2 levels. Capacity at 5°F beats “operates down to”

A unit that “operates to -22°F” may deliver only half its nominal capacity there. What you need is enough output at your design temperature (the temperature your location stays above 99 percent of the winter). Ask the installer for the NEEP capacity at 5°F and at 17°F, compare it with your Manual J heating load, and size for the load rather than the nominal tonnage. Our sizing guide explains how.

Plan your backup heat

  • Electric resistance strips in the air handler are cheap and simple but expensive to run; keep them locked out above about 25°F so they only cover the worst hours.
  • Dual fuel pairs the heat pump with a gas or propane furnace. The thermostat switches fuels at an economic balance point you set based on local rates.
  • Keeping an existing boiler or furnace as a manual backup is common in retrofits with ductless heads; you simply set the old system’s thermostat a few degrees lower.

If your utility has time-of-use or heat pump rates, a well-sized cold-climate unit with a low switchover point can beat gas on cost through most of the winter. Ask the installer to model annual cost, not just the coldest day.

Defrost, drainage, and placement

Every heat pump defrosts its outdoor coil periodically in cold, humid weather, and that water must drain away rather than freeze under the unit. Mount the outdoor unit on a stand or wall bracket 12–24 inches above expected snow depth, keep it out of roof drip lines, and choose models with base-pan heaters where winters are icy.

The federal 25C credit was terminated for property placed in service after December 31, 2025, so it does not apply to 2026 installs. Cold-weather states still offer some of the richest incentives in the country: Mass Save, NYSERDA’s Clean Heat program, Efficiency Maine, and utility rebates in Vermont, Minnesota, and Colorado, plus HEAR rebates for income-qualified households where states have launched them.
